WEST MIDLANDS BASKETBALL LEAGUE

COMMITTEE MEETING – 3 NOVEMBER 2009

Present: Mike Neal (Chair), Dave Slade (Vice Chair), Andy Millington (Secretary), Jane Huffer (Treasurer), Keith Kershaw (Referees), Zoran Pancic, Nigel Evans and Barrie Viner.

Apologies: Makis Chatzimichalis, Denise Kearney, Kevin Henry, Stephen Barnes, Tony Johnson, John Taylor and Jim Smith.

The minutes of the previous meeting were read over and signed as being correct.

  1. Matters Arising


    5.3 NPV Rockets have still not paid their guarantee fee.

    3.4 Barton have paid their fine for having only one table official.

    1. Summer League 2010. (Repeat insertion due to no replies being received)


      Leasowes Sports Centre will not be available mid-week. We could have it on a Sunday afternoon, either 15.00-17.00, or 16.00 -18.00. If clubs want a mid-week league then a new venue will have to be found. We need your thoughts now, not next March, so that we can plan ahead. All replies and sensible suggestions, to the League Secretary please.

    1. Reference Number 161001. G Clifford (Barton Colts) is suspended for 6 games and fined £20 to take effect from 3.11.09



  1. Secretary (Andy Millington)


    1. The League Trophy Insurance has been renewed with ASI Services Ltd.


    1. An enquiry was made to the League by Danny Moss (Blazers) regarding the interpretation of League Rule 2Cii and what constitutes a “Senior National League Player” The Committee decided that this refers to a full senior licence holder and not a junior and the wording of the rule will be altered to clear up any misunderstanding.



    1. It has come to the attention of the Committee that Alan Bean has been playing for NPV Rockets. Alan Bean remains suspended by this League until his debt with Wolves CC are cleared. Please see an extract from February 2006 minutes below:-

      • An e-mail was received from Wolverhampton CC concerned that Alan Bean (Aston A’s) was still participating within the West Midlands League as they had thought he had been suspended in 2004, owing them £100. The Secretary produced a letter written to Alan on 6 December
        2004 and referred to a conversation between Alan, the Secretary and Vice Chairman in January 2005, in which he stated he would sort the matter out as soon as possible. The matter was discussed and the decision of the Committee was as follows:

        “Alan Bean is suspended from the West Midlands Basketball League forthwith until the debt has been cleared. This also makes his position on the Committee
        untenable and he is suspended as a Committee member.”

      1. Matt Edge and Will Rutter representing Worcester University attended the meeting to make a late application for their club to join the league. Their application was accepted and they will join Division 2 replacing the fixtures of Old Edwardians.


      1. A representative of NPV Rockets had been requested to attend the meeting to explain why they had yet to obtain a home court and other matters concerning the running of the club. By 8.00pm no one had attended, contact was made with Daniel Nelson who was attempting to get to the meeting by public transport. He informed the Secretary that the team still did
        not have a secured venue. In view of this NPV Rockets have been suspended from the League until their circumstances change.


      1. Reports were read out from referees concerning the conduct of Aston University during their Rosebowl game against Wyre Forest. Aston University are warned regarding their future behaviour.


    1. Referees (Keith Kershaw)


      1. With immediate effect referees who take on other games (i.e National League) after accepting games from me will have to find their own replacement & then inform me who that person is.


      1. A reminder that officials who have accepted games and then fail to turn up will be liable to a fine.


      1. Extra fixtures have to be arranged this month for the cup competitions.





    5. Competitions Committee

        Rose Bowl & K O Shield

        5.1 After reviewing the results from rounds 1 & 2 the Committee have reduced Walsall Wizards A handicap to 29 points.


        5.2 The draw for the 3rd round of the Rose Bowl, and 1st round of the K.O. Shield have been made and clubs will be informed of the games immediately by the League Secretary. All
        games MUST be played w/c 23 November.

        League fixtures


        5.3 WM-041 Balkan Express v Worcester. Game cancelled by Worcester less than 7 days notice. Game awarded to Balkan Express 20 -0. No point to Worcester. Worcester to pay referee fee & expenses £24.

        5.4 WM057.Churchbridge A v WM Police. Game cancelled by WM Police les than 7 days notice. Game awarded to Churchbridge A 20 -0. No point to WM Police.

        5.5 The following games have now been re-arranged. The fixtures agreed by clubs & inserted into match schedule

        5.7 NPV Rockets

        Club Suspended from League. All future fixtures cancelled. See League Secretary’s report.

        6. Treasurer (Jane Huffer)

    6.1 Monies paid.

        Birmingham Mets. Outstanding debt incurred by former players of Aston A’s now paid.

    AJ08/09 Barton

    6.2 Outstanding monies

    New clubs surety fee –Rule 2fii. NPV Rockets.

    Aston A’s. Outstanding Debt now £50.

        The following teams are fined £15 under Rule 6K for failing to inform the committee of the names of their Table Officials, see Rule 3biii. (see Appeals Secretary report)

        AJ01/09 Aston University, AJ02/09 Stoke, AJ03/09 Lordswood, AJ04/09 Wolves CC Slam, AJ05/09 Birmingham Blazers B, AJ06/09 Wolves CC, AJ07/09 Smith’s Wood, AJ09/09 David Lloyds, AJ10/09 NPV Rockets. These fines are frozen subject to them being paid by 27 November. Then they will be increases by 50%

    6.3 New fines

      7. Appeals Secretary (Tony Johnson)

        7.1 I have received request about appeals from Wolves CC, and David Lloyds. Wolves CC did not progress their appeal and David Lloyds appeal was not heard as it was not forwarded within 7 days of decision.
        I have received a protest from Birmingham Blazers A regarding Senior National League players in a new team. I have asked the committee to look into this matter, and hopefully will decide on a ruling regarding this subject.

        7.2 As yet I have not received any details regarding the planned Table Officials course for Jan 2010 from Rebecca.

      1. Club Table Officials. It would seem that a number of team Secretaries have not read the minutes for September, so were not aware of the fines imposed on their club. I have since received names for Table Officials from the following teams:

    8. Any Other Business

        8.1 A reminder to all teams regarding visits to our Prison Teams. At Featherstone all players MUST have photographic identification or they will not be
        allowed in. At Stoke Heath aerosol deodorants must not be taken in. Do not take valuables and mobile telephones into either venue.

      The next Committee meeting will take place on Tuesday 1st December 2009 in room 45 at Leasowes Sports Centre, Kent Road, Halesowen at 6.30pm prompt.
